Course Overview

Bank resolution and deposit insurance training prepares deposit insurance, central bank and resolution authority staff to manage a failing bank, from the point-of-non-viability decision through resolution tool selection to depositor payout. Working through a live case study bank moving from distress to resolution, participants negotiate a purchase and assumption transaction and run a closing crisis communication simulation.

Introduction

Supervision can catch a bank's problems early, but not every bank survives them, and when one does not, the difference between an orderly resolution and a disorderly collapse is measured in depositor losses, contagion risk and public confidence. Many African resolution authorities and deposit insurers have the legal powers to act decisively but have never had to exercise them under real pressure, leaving critical judgement calls untested until a genuine crisis forces the issue.

This course builds the practical crisis management skills resolution authorities, deposit insurers and central bank staff need to execute a bank resolution calmly and defensibly. Working through a live case study of a mid-sized bank moving from failure to resolution, participants leave having made the sequencing and tool-selection decisions themselves, under the same time pressure a real weekend resolution demands.

Learning Objectives

By the end of this course, participants will be able to:

  • Explain the objectives and legal basis of bank resolution frameworks.
  • Assess when a bank has reached the point of non-viability requiring resolution.
  • Compare resolution tools: purchase and assumption, bridge bank and bail-in.
  • Design a resolution plan for a systemically important bank.
  • Apply deposit insurance payout mechanics and depositor prioritisation rules.
  • Evaluate funding sources for resolution actions and deposit insurance payout.
  • Assess cross-border resolution coordination for banking groups.
  • Manage communication and public confidence during a bank resolution.
  • Present a resolution strategy and execution plan for a live bank failure case study.

Who Should Attend

This programme is ideal for:

  • Deposit insurance corporation staff
  • Central bank resolution authority staff
  • Bank supervision staff transitioning into resolution roles
  • Finance ministry staff overseeing financial stability
  • Legal and policy staff drafting resolution legislation
  • Risk management staff at systemically important banks
  • Consultants and advisers supporting resolution planning
  • Communications and public affairs staff managing crisis messaging
  • Investment bankers and advisers supporting purchase and assumption transactions

Training Methodology

Crisis-simulation delivery built around a single case study bank moving from distress to resolution across all five days, narrowing the time pressure daily the way a real resolution weekend would, from a non-viability assessment on Day 1 to an executed resolution weekend plan on Day 5. The purchase and assumption negotiation and crisis communication are run as live exercises with participants taking different institutional roles. Cohorts typically bring together deposit insurance, resolution authority and bank risk staff with genuinely different institutional interests.

Organizational Impact

Upon applying the knowledge and skills gained from this programme, organisations will be able to:

  • Strengthen institutional readiness to execute a bank resolution.
  • Reduce depositor losses and contagion risk during bank failures.
  • Improve coordination between supervisors, resolution authorities and deposit insurers.
  • Develop more credible and well-tested resolution plans for systemically important banks.
  • Reduce reliance on external consultants during financial crises.
  • Strengthen the legal defensibility of resolution actions.
  • Improve public confidence in deposit insurance and financial safety nets.
  • Enhance preparedness for cross-border bank resolution coordination.
  • Strengthen institutional resilience and reputation for effective crisis management.

Personal Impact

Upon completing this programme, participants will be able to:

  • Build genuine confidence executing resolution tools under pressure.
  • Strengthen credibility as a crisis decision-maker.
  • Improve ability to apply deposit insurance payout rules accurately.
  • Sharpen judgement on non-viability determination.
  • Gain a transferable crisis management skill set.
  • Expand career mobility into resolution, deposit insurance and financial stability roles.
  • Reduce reliance on external advisers during an actual crisis.
  • Build a professional network of resolution peers across Africa.
  • Increase understanding of cross-border resolution coordination.
