This advanced course develops technical skills in community-led development and participatory programming, covering power-sharing programme design, participatory methodology and community resource control mechanisms. Participants work through real participatory design decisions rather than participation principles in the abstract, examining what distinguishes genuine community leadership from consultation. Introduction
Community-led development asks organisations to hand genuine decision-making authority to the communities a programme serves, yet much of what passes for participatory programming amounts to consultation, communities are asked their opinions, but the organisation still designs, decides and controls resources.
African community-led development has strong indigenous precedent, from traditional collective decision-making structures to more recent community-driven development models, but external programme design often overrides rather than builds on these existing structures. This advanced course moves beyond participatory rhetoric into the power-sharing design, facilitation methodology and resource control decisions that determine whether development is genuinely community-led.
