Disaster risk is the product of hazard, exposure and vulnerability together, and GIS is the natural tool for combining these three very different data layers into a single, actionable picture of where risk genuinely concentrates, yet disaster risk mapping is often reduced to hazard mapping alone, missing the exposure and vulnerability dimensions that determine actual impact.
African disaster risk management increasingly depends on spatial evidence to prioritise mitigation investment and coordinate emergency response, but the technical skill to combine hazard, exposure and vulnerability data credibly remains uneven across response organisations.
